Smooth side facing the engine and install dry.

How do you determine which side faces out and which faces into the engine? One side is smooth and flat with a single lip on the in er diameter, the other has two ridges that protrude before the inner diameter. Additionally should the seal be installed dry or with a light coating of oil to lubricate the outer diameter?
