We always say, keep going until it sounds expensive, when your valves hit the pistons, well then you know you've gone too far and install the limiter.
There's really no good answer. Limiter cams are all designed to be installed with limiters/lockouts. None of the cam companies are currently grinding camshafts made small to specifically to be run without limiters.
